You can do any activity in SEO to get the backlinks, but if you want dofollow link then you must check the link type of third party website in which you are going to submit your link. It will make you confirm that you are going to get nofollow or dofollow link from that site.

I am new to link building so I said out of now where. Where should I start from I am confused. Some are are saying customized PBN's will be good place but others are suggesting guest blogging.

Well if you are totally new then don't just go for PBN's, they are for advanced marketers. You might end up spamming your link profile or even worse, getting penalized by Google. Start with guest posting its your best bet here.
