First of all, activity creates activity in a forum. People don't like an empty forum. At first create content. A ton of content that attracts the visitors. Stay online all day long, create discussion, tutorials, how to's, review topics, topics on current trends etc.
Its always hard to start a forum and keep it going but don't loose patience. IT may take some time but you will succeed if you work hard and intelligently.
