Cloaking is a black hat technique end of the day which leads to Penalty.Cloaking means Showing different content to users than robots.Actually Robots will crawl only content not image or Flash. For instance, if we take Online Shopping sites which consists lot of images from top but in bottom if you see there is some content why becoz images is for user friendly purpose and the content which is in bottom is for Bots.
This is what Cloaking.
