The question shouldn't be how many campaign but how many ads you can create in a specific budget

Depending upon your budget you can create your ads and campaigns.

For Example :- You have a 1000$ budget for overall month so you have to decide accordingly to it , so if taken average of that 1000$ then your daily ad spend 33.33$ round about 33$ so you have 33$ to spend on daily basis for 30 days so you have your projects you have your budget then think how much budget to apply to each project(if multiple).
