Which would be the most versatile Banner Advertising Network? In terms of flexibility. Ofcourse it will be Google. But any other networks for low budget advertisers who requires to reach out every fold of audience and with with wide range of devices.

You can definitely look into Bing (media.net). But they are good for only continental US. Although they are expanding their territory widely now so if your targeted audience is not in a very odd demographics and niche, it shouldn't be a problem.
