Which are the best software options for creating video ads? I am talking about small ads about 10- 30 seconds long which can easily be circulated via social media channels.

Bannersnack and Animoto are good ones when it comes to services with reasonable prices.
And if you are looking for free ones then go Openshot.

A friend of mine use Biteable. Within $50 you can get awesome videos made. No watermark or something like those at all.
And also their support is awesome.
