Instagram treats all of its users equally, and it doesn't provide followers to anyone be it celebrity or non celebrity. Its all their hard work and creativity in posts which attracts public to follow them, so don't worry if you'll post interesting content on regular basis you'll also get followers.

Treats equally or not, treats fairly or not doesn't matter. Celebrities will always get quick exposure.

Yes, definitely. Instagram works for both. It all depends on your posts' creativity and your hashtags which you have used for your post. Instagram is all about hashtags, we should be creative with hashtags to show the posts to more audiences.
