So, if I hire a SEO agency to get me links. Will they anyhow guarantee that I will generate traffic and leads within a week or month or so?

No never.
They are never going to promise or guarantee anything. See, SEO doens't work like that. It take indefinite time and effort. A good SEO agency if you spend enough money can get you ranked within a week or so. But they will never guarantee it. Because even though that they know that you are going to rank for their efforts. They don't the exact amount of time.
And also an SEO effort made which is predicted by the agency to be enough to get you ranked. Say doesn't works out. So adjustments and improvements has to be made which also means increase in budget and man-power along with resources.
So as you can see there are many separate, independent and dependent elements here at play. So, it will be completely unethical for an agency to say for sure.

No they never give any time frame because that would be a very stupid thing to say.
