Play Store Rules

Recently I heard that Google banned a company named DO digital from play store for committing ad frauds. So, I was talking to some developers. They said its pretty hard to abide by all rules if you put ads in your app. What do you thinks?

I don't know to whom you have talk to but it isn't much hard to abide by the rules. Unless if you are intentionally doing mal practices.
