As stated above, you usually have to disavow links in severe cases of web spam and negative SEO attacks or manual actions. In case your site was massively spammed or already penalized and you have no way of removing those links, then you can use the Disavow Tool without any limitations to try and fix things.

The Google Disavow tool allows you to notify Google about low-quality links and instruct them not to consider those links when evaluating the website on the basis of:
- Backlink quantity/quality
- Spammy links

Google actually makes it difficult for some sites to find the Disavow Tool in the Google Search Console, as majority of sites don't need it. The reason behind using this tool is when you know the link is bad and your SEO is responsible for the bad links. Many SEO's suggest that spammy links with very poor anchor text can have a negative effect on your rankings. But Google has said that for most of the websites these links will not affect the SEO. The reason is that algorithms are able to distinguish between bad links and normal links. So in a nutshell, disavow tool isn't necessary unless you or your SEO is responsible for bad quality links. If you have any doubt regarding using disavow tool, you can go for digital marketing consultancy services.

If you think the backlinks are of low quality and not made by you, you can filter them and add a list using disavow tool.

As per my knowledge, we can use disavow tool to remove bad backlinks which harms your website and slow down the rankings of your website.

It is intended to be used in specific situations where you believe your website's ranking is being negatively impacted by poor-quality or unnatural backlinks pointing to your site.
