Shared or not doesn't matter. A simple local news channel of Seattle is reporting it doesn't mean that Fox News or CNN cannot share or report it.

The potential of the page will determine whether it will get ranked or not. The local news channel may report it first but when CNN will report it, Google will definitely show CNN on the top.
