I have tried to email other webmasters but no luck. They won't even give any reply.

It has nothing to do with the link building method. Maybe you are not mailing them right. There is also another fact that one out of 1000 webmasters only give replies. Its more effective if you contact them in the other ways such as through social channels, forum PM's etc.

It true through emails. They can take forever. I just prefer contacting them directly that can be by any means.
