The theme has to be mobile optimized in the first place. Other than that you can't make theme responsive automatically or by using any tool.

I am guessing you are talking about a wordpress site.
Most themes now-a-days are responsive by default. You don't have to worry about them.
And if you are using any older version then just you have to contact the developer.
