What do you mean by maximum time?
If you are talking about time which one's site should be old to get approved in Adsense. Then know this a site should be atleast 3 months old and 6 months in case of third world countries.

Once your application is approved, it would start showing ads on your blog & you will start making money. If you don't get any reply from Google AdSense team within 48 hours, it would take 4 days, if not in 4 days it would take 7 days to get approval.

Now A Days The Adsense approval Has become very fast They will confirm your Approval with in 24 hours otherwise it will take 2 to 3 days. Once it is Approved the ads will be shown on your website and you will start earning money.
Your website should be old enough to get instant approval and should follow the guidelines of the Adsense.

It turns out that the maximum time is not limited to any value, but on average you will spend about 2 days.
