Why Newsletter Open rates are so low?

The list is a double opt-in list. Then why open rates are below 1%?

There may be plenty of reasons for that even if they are double opt-in list. Share some more details about your list.

The cardinal rule of newsletter creation is to add value outside of announcements or offers you may bring to the table. When your newsletter has a reputation among readers for adding value, they are more likely to open the newsletter regardless of whether or not you are running some kind of promotion.

Yes reputation gets count. And also along with it incentive head titles works too.

Make those emails personalized. They should increase open rates.

Its wise that you build a relationship with you readers first. Send them greeting newsletter or weekly updates. If they know you then you are prone to get more open rates.
