Why a tiny site is ranking in the local SERP's?

A single page tiny site is at the top of our local SERP's. The site doesn't have much links neither have much content as compared to its competitors.

When it comes to local search rankings the citations impacts much. And may be the site is small but doesn't mean that it can't outrank a large site.
