Can anybody tell me what is the difference between Google Panda and Penguin ??

Google Panda is for site optimization. Google uses it to point out sites which are of low quality, such as duplicated content sites, poor quality content, using excessive keywords to drive traffic etc.
Google Penguin is an algorithm that Google uses to check the ingoing and out going links from any site. Google uses it to point out poor quality links, spam links of a site etc.

Google Panda is for the happenings within your domain and Penguin is for the happenings outside your domain.
Objective of Google Panda:
Its objective is to give high quality content sites in the tops of Google's Search results.
It basically looks over poor site content, thin content, bad irrelevant topics, topics which does not follows the site's niche, excessive keyword stuffing in the content or title or meta description, site's navigation whether its easy or not,site's loading time etc.


Objective of Google Penguin:
Its objective is to judge whether a site is using spammy tactics or not to get visitors.
It basically looks over backlinks linking to a site, the quality of backlinks whether they are coming from relevant niche sites or not, any kind of self-promotional links other then social media awareness, different anchor text backlinks, whether the anchor texts are using excessive keywords or not to get visitors, spam links, external links those are forwarded from your site etc.

The basic difference between Google Panda and Google Penguin is that Panda targets sites that are spam and Penguin deals with bad linking and overstuffing of keywords.

Google launched Panda in February 2011, mainly as a change in its search results ranking algorithm. The main purpose of the update was just to keep those low quality and low content sites away from the top ranking results and give the actual quality sites their due.
As an obvious result, many websites with huge amount of advertising, or those with low quality content, saw a huge decline in the rankings. Ever since Panda was launched, there have been many updates to it ranging to over 22 in total.

Another algorithm update from Google that gave SEO experts another blow was Penguin that was launched in April 2012. The idea underlying the update was simple enough- penalize and decrease the rankings of sites that breach Google’s Webmaster Guidelines set the by the search engine.
This included lowering the search engine rankings of all those sites that practice black-hat SEO techniques like duplicate content, keyword stuffing and cloaking to name a few.
