I see a plenty of sites which doesn't have a mobile version or not mobile optimized.

The main question here. Where is you audience? If they reside in mobile devices then you should optimize you site according to mobile otherwise what's the point in spending time and money.

Totally correct.
You can optimize you site anytime you want. If it fancies you but that doesn't mean its needed.

If you want a good volume of traffic on your website then you should have a responsive site. Today more than 80% people come to your website through mobile. So that mobile-friendly website is necessary.
