If we have good links than can we rank any content?

I heard some people say that if we have good links in our link profile than we can rank for almost any content despite of all the different algorithm updates from Google. Is it true?

Yeah its true to some extent. You can definitely rank any content unless if its not entirely copied or rather poorly rewritten.

Good links is too general to determine the possibilities in rankings and this will depend on what type of links and also the engagement in the network.

Yes good backlinks built from relevant webpages will help to rank content higher in search engines. But you will also need to build good and unique content to rank it in Google.
