Why don't you hire a CPA agency to do that for you. If you have enough budget then it won't be any problem.

Go to some webmasters forum which has market places. I am sure you will plenty of affiliates who will be happy to promote your product.

Have tried you Upwork? Its a place for freelancers you can hire someone from there quite easily.
