Recently, i got some offers who says that they will turn up the number of views of my youtube videos? Does it worth anything? I mean can they rank me higher in the videos list?

First of all I must say that its against the Youtube guidelines. If you do that you are going to get your account suspended.
And also the number of views does not depend on the ranking factor of youtube.

You have to focus on your SEO and targeting keyword. If you did these things good then they will rank you anyway.

And, yeah if they find out that you are buying views the they are going to take down the video immediately.

It is totally useless because you can't get any type of benefit from fake you tube views. You account also get banned if you use any type of fake methods to increase views.
Instead of this simply share your video in different social media websites. It will help in increasing the views of your video.
