Does the blogspot blogs still pass link juice?

If you are creating blogspot blogs only to pass link juice then its foolish because google will find out sooner or later. My suggestion will be tell your friends to build blogs for you and you guest post in them. Yeah, they can pass good link juice but you have to meet the eye of the search engines first.
