How to grow a list in a high CPC niche? I mean per click a signup or no sign up it will cost us more than $10.

Try using CPA networks in this way you will only have to pay for sign ups and not clicks.

Try growing them organically, invest in good content. Hire some good content writers and put an email subscription button in the the content. It will take some to get your email list created but it will worth it.

Invest in facebook sponsored ads. They can get you a pretty good email list with a small investment but in your case which is high CPC niche you will have to keep a good close watch on the campaigns to get the job done.
