Penguin 4.0 is targeting single pages not entire site

I am seeing this Penguin update is targeting single pages which are referred or linked from low authority or spammy sites. Only single page is effected in this case where the links are linking and not the entire site. Are you guys seeing this too?

All the rankings are fluctuating. But if it is a pattern then soon it will be noticed.

Here in this page it is specifically stated.

For example, if you have been buying links with the term ‘blue shoes’ or pointing links to the ‘blue shoes’ directory, then any ‘blue shoe’ pages would be penalised by Google. However, your ‘brown shoes’ directory and pages would be safe from Google’s penalties.

Penguin is now running in real-time as a part of Google’s core algorithm. Rather than affecting the ranking of an entire website, Penguin now devalues spam by affecting the ranking of individual pages based on spam signals. With Penguin running in real-time changes, both positive and negative, will occur much faster. Google says the length of time between seeing Penguin changes will be roughly the length of time it takes to crawl and re-index a page. Big Grin

Every one of the rankings are fluctuating. Yet, in the event that it is an example then soon it will be taken note.
