Both the H1 element and the URL tag are quite vital. The URL is the most critical part. There is no requirement that the H1 and URL be identical.

It is not necessary for the H1 to correspond to the URL, nor is it necessary for it to correspond to page titles or keywords because its sole purpose is to provide information to site visitors. Especially considering the fact that each page can have more than one H1 tag. Even though that's not the norm, you're free to do it.
