Is CloudFlare 100% effective to fully stop the spammers and bot traffic? I mean traffic from unwanted sources which are not at all natural. For example Baidu and other what not's.

No, but they can stop majority of the spammers that's for sure.
One of our site was being targeted. It successfully intercepted more or less 90% traffic.
Now, you have to remember that no service provider will be able to stop all of them.

Bot are just one issue. Main problem these days are spammers who intentionally just spread unwanted sh*t.
