Including a Link in footer to every page of a site which is a signup form link. Is that a good idea? Or it will look like that I am manipulating the search engines to increase the authority of the inner page.

I have seen plenty of sites which has a general panel present which may be on the right hand or left hand column or in the footer showing any link to subscribe or any other concerned purposes. So, I don't think its going to hurt your site's SEO.
