If I want to promote any CPA offers of mine through facebook sponsored ads, then why I will be needing a landing page? I can directly lead to the CPA offers page.

Actually facebook don't accepts the urls from CPA offers so in order to get traffic you will have to build a landing page and redirect it to the CPA offer.
