Is buying textual links from fellow Bloggers really a good thing? Am I going to get penalized for this?

Buying links are never a good option. But if you know the blogger personally and he/she can get you links from relevant pages with good relevant anchor texts then I will say its okay.

People are so obsessed in getting ranked fast that they often end with spending money in link building schemes and get spammed. But in this case it is not. If you are confident enough and you see that you are getting a quality link absolutely with relevant anchor text and host page (just like 'Paul' said) then go for it. Just make sure google doesn't hear about this.

If you personally know the blogger. And the link is good then I think its okay to buy. Just make sure that the link doesn't become dead after some time.
