What kind of CPA offers can get more success in Facebook anonymous crowd? I am not asking about ad networks I am asking about the type.

Any offer can work in anonymous audience. Any offer that can create incentive works well. Suppose before Christmas, Christmas gift cards or, any type of cheap or free offers such as 'New iPhone at the cheapest price' etc.

I agree with you. Offers creating incentives also work.
And also try targeting the audience by dividing them into demographics, age, sex etc.
