In many cases I am seeing they costing $5-10 more than the normal.

You can install wordpress yourself. If you are not sure and also don't wanna perform any type of experiment in your live site. Then just install wamp or xamp in your home computer and do the things yourself.

Actually it is not that they are asking more but how and why they are asking. Showed the writing as well.

It looks like a scam. I am not saying they are fraud but they are not giving you to be wise.

Just get some host and install it yourself, its easy that way.

The pricing increases, but it reduces maintenance work and performance with database-heavy WordPress sites. On the other hand, with shared hosting, you need to handle the configuration yourself. 
Overall, to provide you with a better WordPress experience, you are paying extra, but if you are comfortable with managing it them normal shared server great for saving money.
