I had been hearing this from quite a few days that webmasters trick short tail keywords to convert to long tail keywords, I am just a bit curious that is that even possible? If possible then how?

No, in my opinion its not possible. Yeah, some webmasters trick the short tail keywords to form a medium sized one by adding some adjustable words but it doesn't mean that the short tail keywords became the long ones.
The trick is by adding some relevant or universal word to the original keywords. Here are some examples such as 'how to', 'tutorial', 'review', 'top list', 'latest', 'free', '100 top' etc.

I agree with Paul its not possible the only thing possible is that you can manipulate the original keyword with relevant adjacent words which can create a total keyword phrase.
