We have a budget of $500. What we should do with it? Hiring a copywriter will be a wise choice or content but basically we need traffic.

Building content will not get the job done here. You need links too to get ranked and than get traffic. $500 bucks may be good for content but it isn't enough for links so try getting traffic instead.
