A good SEO agency if you spend enough money can get you ranked within a week or so. But they will never guarantee it. Because even though that they know that you are going to rank for their efforts. They don't the exact amount of time.
And also an SEO effort made which is predicted by the agency to be enough to get you ranked. Say doesn't works out. So adjustments and improvements has to be made which also means increase in budget and man-power along with resources.
So as you can see there are many separate, independent and dependent elements here at play. So, it will be completely unethical for an agency to say for sure.
