For what you’re asking KVM with nested virtualization + custom ISO/rescue/snapshots. I’d honestly recommend checking out X-ZoneServers.
I’m using them on a few projects and their KVM boxes actually let you mount your own ISO, have rescue mode and snapshots, and nested virtualization works fine for testing stuff like Proxmox/ESXi. Network and routing are solid too.
They’ve got plans around 4 vCPU / 16 GB RAM with NVMe and a good port, so it’s easy to spin up a test box and see if it fits.
