Google Panda is for the happenings within your domain and Penguin is for the happenings outside your domain.
Objective of Google Panda:
Its objective is to give high quality content sites in the tops of Google's Search results.
It basically looks over poor site content, thin content, bad irrelevant topics, topics which does not follows the site's niche, excessive keyword stuffing in the content or title or meta description, site's navigation whether its easy or not,site's loading time etc.
Objective of Google Penguin:
Its objective is to judge whether a site is using spammy tactics or not to get visitors.
It basically looks over backlinks linking to a site, the quality of backlinks whether they are coming from relevant niche sites or not, any kind of self-promotional links other then social media awareness, different anchor text backlinks, whether the anchor texts are using excessive keywords or not to get visitors, spam links, external links those are forwarded from your site etc.
