SEO has the only purpose and that is to rank the website. Since Google algorithm solely works on content value and quality, just to serve the audience. There is hardly any way left to rank a website without using valuable content. That's why we call it, 'content is the king.'

Even if you use PBNs(Public Blog Networks), content will be needed there too. Hence, if anyone wants organic results content will be required.
