If you are going to buy or sell links you have to know that it's okay, ONLY if you don't buy them solely for the purpose of manipulating search results by passing page rank. There are automatic penalties and manual penalties. Because some algorithms weren't catching all offenders, they instituted manual reviews for sites that are doing it, but getting away with it. If you acquire links you have to do so at the same rate every week forever otherwise it will be viewed as a link spike, which is an unnatural occurance. These are what trigger red flags.
