Adwords in providing me two options. Option one has CPC $0.50 and option two has $1.75. Since I have low budget should I choose the first one?

Don't choose something that now you have to pay less for it. Choose something that will actually get your job done.

I will say that test and try both. Start two small campaigns will little money anything that suits you. And see how they turn out before investing large amount of money.
