It's a link update so it will filter out spammy links. And it is using an AI (SpamBrain) to do it.

The December 2022 link spam update utilizes Google’s AI-based spam-prevention system, SpamBrain, to nullify unnatural links. In addition to detecting spam directly, Google says SpamBrain can now identify sites buying links and sites used for building outgoing links.

They won't reveal it but they're using AI to identify it. and whenever they roll out an algorithm update, it impacts the SERPs.
