Adwords CTR is below 1%

I am running a campaign in Google Adwords. The CTR rate is below 1% since the last two weeks. And also the quality of traffic from it is also not good. I had run previously two campaigns and their CTR rate was above 5%. Everything is optimized but I don't know what is going wrong now?

This is not just you many webmasters around the world is facing this problem right now. The last weeks were very terrible for conversions. But I am seeing that this week till now is getting better so let's just hope it goes this way.

There may be some problems at the Google's end. But before blaming anybody else, are you sure that everything is okay at your end? I mean landing page and all.
