A blog and a forum has almost the same link profile. But the forum is hard to rank and blog is so much easier. I don't understand the difference here.

Mainly because of outgoing links. As forums have plenty so by default search engines consider themselves as user generated non-authority information source.
Its the same difference between a library and a clubhouse.

Any user generated platform's links are pretty much useless. Have you ever wondered why?? From social media to comment's of blog and forums. They don't pass link juice why because they have none or close to zero. A page from blog has higher authority no matter what to a corresponding forum page.

It is because forum sites need to have traffic or users and as much as possible regular users to maintain the activeness and gives signals to Google that this forum site is beneficial.

You statement is absolutely wrong. A site's traffic and/or popularity has nothing to do with its rankings and certainly being popular a& having traffic doesn't send any signal to google!!!

Google doesn't even know how much exactly a site is getting traffic.
And also any site can have as much as activity it can attain still it will send no extra signal than its usual.
