Formula to calculate location bid adjustments

(location cvr/average campaign cvr)-1x100, will this formula really work?

Or, is it just a case of looking at the data to determine which locations have the highest conversion rates, value etc and then upping bids experimentally?

We generally use this formula but based on CPA rather that CR%. What the formula does is align the target KPI with the average KPI. This could also work with CTR.
