Hiring a PPC Manager

I willing to hire a PPC manager for my Bing ad campaign. I found him out through a friend and he is charging about $60. Should I hire him? I haven't hired someone before.

$60 is a pretty low budget. That means that they have to do the entire marketing, campaigning and earn profit from $60 which is low, that means their work will be also of low quality. I would expect atleast $100 to be charged.

Why don't I find guys like these?? :roll:
Bing ad campaigns in this amount of money its quite impossible.
