I want to hire PPC marketers for my ad campaigns who will targeting the art niche. Where I can find them where their past experienced will be highlighted correctly?

Go for 'Upwork'. They actually don't share their previous works but they rank them very good so you can choose from their results.

Try odesk or Upwork its very good. I always prefer it when it comes to outsourcing.
