Properties of a quality link is determined by many factors. The first one that comes is that the relevancy of the referring page to the directed page. The authority of the referring page, the number of outbound links from it, anchor text etc.

Admin has ponied the correct points. The more will be relevancy from the host to destination and vice-versa the more stronger will get it as a quality.
