One of my friend had 1 year experience and he don't know at least basics in digital marketing. He created all fake graduation certificates and fake payslips, experience certificates for 3 years now he got a good job with a very high package.

I don't know what agency you are talking about but its foolish to hire someone only on the basis of certificates.
In Digital Marketing field certificates are pretty much useless.
And its more foolish if the agency hire someone without checking the authenticity of the work experience.
