An experienced SEO can do it. But there are also circumstances that depend. A rough sketch of estimates can be made but then also it highly depends on niches, competition, volume etc.

I agree with @frank that experienced SEO can do it, but I would recommend that you to use a keyword research tool as it helps you to choose the accurate keywords.

Yes it can be done but finding keyword by using keyword research tool will help you get more relevant keyword for your website. Also, it will show how much CPC is there, is it easy to rank or not, volume and many such things. So always do proper keyword research and if possible use keyword research tool to gain more expsoure.

Yes, but it will be time-consuming and hard to make a list on your own. So if you wanna try just go to a search engine like Google, Bing, Yahoo, etc.
Write a random keyword and you show a similar keyword under it these are the example of a keyword that most people searched.
And you can even try for free tools in the market for keyword research.

Yes, you can do it. But for this, you have to spend more time. For manual search, LSI keywords are more beneficial. You can easily target these keywords for your website. Also, you check your competitor's websites. Which type of keywords they used in their Title and Description tags.

Yes, We can research keywords without tool. We can check the competitors what keywords are they using. Also we can take google auto suggestion help. We can check the impressions in google webmaster and take the idea which keywords are in searches.
