I don't think so. Links from blogspot sites if they are to or from unnecessary and/or irrelevant then Google probably ignores them any way.

As far as relevancy matters, either the link is from Blogspot or any other website google will ignore it if it is not related to the site.

- won't add much value,
- can sometimes get you traffic
every otherwise,
- big G will ignore them
- won't hurt your site
- can and will spike your spam score
