Getting ranked for Local keywords is to target local keywords but what if the competitions for the keywords are too high? Will just targeting those keywords along with better content do the thing or one should focus on other elements also?

In this case only targeting the local keywords will not do the thing. Try to get listed in local directories, do press releases get as much as audience covered by social media channels and off-shore channels.

Get listed in the local citation sites it will give you outreach to your audience and you may even gain some links which help you to get ranked in the local SERP's.
